Research
Paul has over 15 years experience of research in the field of community care for adults and older people focusing on primary research in the areas of: adult and old age psychiatry; social care; assessment interventions; policy and programme evaluation; quality of life measurement; monitoring service utilisation data and costs; depression screening in primary care; and social care support for older people with dementia.
Recent activities have been concerned with devising and implementing performance measures and systems for older people's services and evaluating these different approaches in the UK (including cross-country comparisons within the UK such as between England and Northern Ireland) and Japan. The assessment of vulnerable older people in community settings is also a major area of research focusing on multidisciplinary assessment (including links between local authority care management, geriatric medicine and old age psychiatry) and in evaluating new policy approaches to assessment such as self assessment and integrated assessment. Recent activity has included evaluation supporting implementation of the National Dementia Strategy in England.
Author of over 40 journal articles and one book.

Multivariate statistical models; cost-effectiveness evaluation; cost-utility measurement; data envelopment analysis; discrete choice experiments as applied to social care; performance measurement techniques; policy analysis.
Biography
Previously worked as a social worker in psychiatric and acute medical settings. Research career has included posts at the Institute of Psychiatry, London and St James's University Hospital, Leeds. Paul is currently working within Community Based Medicine. Research interests and experience: Performance measurement in long-term care of older people; assessment in community settings (particularly the interface between old age psychiatry, geriatric medicine and community social care); the support of people with dementia in routine settings; the organisation and management of social care services to older people; and the use of routine data to evaluate practice. Has worked on Department of Health research and demonstration projects and as part of collaborative work with university researchers in Japan, the US and Canada.
Is currently co-investigator on a number of research projects dealing with programme evaluation of innovative information sharing approaches across health and social care (the Common Assessment Framework), resource allocation across social care authorities and home support to people with dementia.
